OBIEE/WebCenter Portal Integration Fails To Expose OBIEE Reports And Objects (Doc ID 1990475.1)

We have followed the instructions for integrating OBIEE into WebCenter Portal to expose OBIEE reports via a WebCenter resource catalog.
Reference <Note 1572758.1> How To Integrate OBIEE11g and WebCenter Portal: Spaces

But it does not work, the resource catalog shows an Empty Folder for the OBIEE Connection.

There are no errors shown on the browser only the empty folder.  However in the the WC_Spaces-diagnostic.log we see:
