Disabled & Deleted IDs Show In Search Results When Re-assigning Or Requesting Information (Doc ID 1990716.1)

With an Access Request, at the time of reassigning or requesting more information, while searching for users, it displays disabled and deleted IDs

Steps to reproduce:
1. Create an access request for approval.
2. Login as the approver, and choose the reassign option.
3. At the time of reassign, search for a user that has been deleted from OIM.
4. The deleted user shows in the list. However when you choose the user, a cryptic error message is displayed.

Disabled and Deleted users should not show up in the list as they are not valid users to be assigned tasks,etc
