Portal & Worklist Integration Problem: The Worklist service is unavailable

Oracle WebCenter Portal (WCP) has been integrated with SOA/BPM, using the following documentation:

Fusion Middleware Administering Oracle WebCenter Portal
20 Managing Worklists

SOA and WCP are on the same domain and share the same AD identity store.

Webcenter Portal and the Worklist service have been integrated.
After following the integration steps and adding the task flow to a WCP page, it shows the following error: The Worklist service is unavailable.

The log files show:

<Unable to query BPEL repository. oracle.webcenter.concurrent.ExecutionException: oracle/webcenter/bpel/config/BPELHelper service : Worklist resource : BPMWorklist source : oracle.webcenter.concurrent.CallableTask@233b2bb1 Caused By: java.lang.NoClassDefFoundError: oracle/webcenter/bpel/config/BPELHelper

In the GUI, it shows:
  The Worklist service is unavailable

Steps to reproduce the error/issue:
1. Follow the integration steps: http://docs.oracle.com/cd/E29542_01/webcenter.1111/e27738/wcadm_worklist.htm#WCADM176
2. Create a portal in WCP.
3. Try to add the Worklist Taskflow to the portal page.
