WebService Not Working When PSU8/PSU10 Is Applied on WebLogic Server 10.3.6 (Doc ID 1991337.1)

Symptoms

After upgrading WebLogic Server (WLS) from version 10.3.4 to version 10.3.6 with PSU8 patch update (<Patch 18040640>), the webservice does not work and the application throws below exception:

com.sun.xml.ws.server.provider.SyncProviderInvokerTube processRequest
SEVERE: null
java.lang.reflect.InvocationTargetException
       at sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)
       at sun.reflect.NativeMethodAccessorImpl.invoke(NativeMethodAccessorImpl.java:39)
       at sun.reflect.DelegatingMethodAccessorImpl.invoke(DelegatingMethodAccessorImpl.java:25)
       at java.lang.reflect.Method.invoke(Method.java:597)

The same application works with fresh WLS 10.3.6 without PSU8 (Or PSU10) patch.
