When Object Type has a Member Method, Toplink Database Web Service Is Not Generated Correctly (Doc ID 1992551.1)

Symptoms

A Web Service is generated with JDeveloper (Studio Edition Version 12.1.2.0.0) with <Patch 18359977> applied.
It is generated using Toplink DB Web Service Provider generation in JDeveloper following these steps :

1/ Create an object type (Project_type) that contains constructors and member methods
and a function returning this type under a database server schema :

1.1 Here is the function returning Project_type  :

2/ In JDeveloper, create Custom Application (File / Applications) with default values
3/ Under Project / Business Tier/ WebServices / Toplink DB Web Service Provider
4/ Choose Generate PL/Sql web service provider and click Next
5/ Select DB connection and accept the defaults and click Next
6/ Select the program unit "get_rec" and Finish

After deploying the WebService into WLS (12.1.2 ), the problem is that when consuming this WebService by using the Test WebService : no response is obtained.
