Symptoms
Using UCM - 11gR1-11.1.1.6.0-idcprod1-130425T031221, some of special characters are not displaying correctly in SSXA page and being shown as ?.
Error:

The special character is not displaying in the browser.
Steps To Reproduce:
---------------------------------
1. Create an element definition of WYSIWYG editor enabled special characters.
2. Add element definition to region definition.e.g. name of element - content
3. Have a template to render region definition. e.g. ${dataFile.content}
4. Add region definition and region template to placeholder.
5. Add placeholder to the page template.
6. Go to site in contribution mode.
7. Add some special character (e.g.►‛) to the region from the WYSIWYG element.
8. Special characters are displayed as ?? on the page instead of actual special characters.
