Registering OID 11g With EBS Fails with: *** ERROR : oracle.ldap.util.UtilException: NamingException encountered in ldapModify myoidhost.mycompany.com:3060; socket closed (Doc ID 1992671.1)

Symptoms

Oracle Internet Directory (OID) 11g 11.1.1.7.0 errors while registering OID with E-Business Suite (EBS) 12g instance, and the registration can not be completed:

>$FND_TOP/bin/txkrun.pl -script=SetSSOReg \
> -registeroid=yes \
> -provisiontype=4

You are registering this instance with OID Server.

Enter LDAP Host name? myoidhost.mycompany.com
Enter the LDAP Port on Oracle Internet Directory server? 3060
Enter the Oracle Internet Directory Administrator (orcladmin) Bind password?
Enter the instance password that you would like to register this application instance with?
Enter Oracle E-Business apps database user password?

Reviewed the known issues/Notes for socket closed/connection closed linked to:  OID Connections Not Getting Closed or Connections Being Dropped by a Firewall <Document 293391.1>.
However in this case, OID is a single standalone server and there are no firewalls or load balancers involved.
