Outer Joins Are not Propagated to Filters in Mappings After Upgrade from ODI 11g to Any ODI 12c (Doc ID 1992737.1)

Symptoms

After upgrade from Oracle Data Integrator (ODI) 11g to any 12c version (including 12.2.1.4), it appears that Mappings containing outer joins and filters are not generating the desired and expected SQL code.

As a result, the Mapping does not load the expected rows.
