Import Server Error Connecting to SMTP Server "There was an error connecting to the SMTP mail server. Context[SMTPSEND] Error: 9" (Doc ID 1993228.1)

Symptoms

Import Server is failing to connect to the SMTP server with error:

There was an error sending your message.
There was an error connecting to the SMTP mail server. Context[SMTPSEND] Error: 9

Testing in a telnet session appears to be successful.  When activating the Import Server job, the following error is returned in the Import Server log:

The following error occurred attempting to connect to the SMTP server [<Server_Name>] with the following user address [User@company.com] ErrNum: 9 ErrDesc: There was an error connecting to the SMTP mail server. Context[SMTPCONNECT]

When examining the smtp.log file generated by enabling the registry setting "EMAILLOGFILENAME", the following appears:

03/18/15 14:03:57 Opening Socket.
Performing DNS lookup: <server_Name>
Connecting to: xxx.xxx.xxx.xxx
Error Connecting to [ <Server_Name> ]. # 10013
