OWSM configuration for OSB and SOA Suite 12c (Doc ID 1993837.1)

Symptoms

After creating a new clustered domain in 12c you are unable to access OWSM policies as expected from the OSB Console and the admin server takes a long time to start due to a timeout while trying to connect to the OWSM application.

In the case of SOA Suite there are errors connecting to OWSM and the SOA application may fail to start.
