Symptoms
In Oracle Data Integrator (ODI) 12.1.3, adding Variables in "Additional Variables" tab of the OdiStartScen Tool / API step of a Package is disabled (greyed out).
To add Variables, the Variables have to be added manually, in "Command" tab.
