Cannot Start Webcenter Content (WCC) in Windows 2008 after a Fresh Installation (Doc ID 1995010.1)

Symptoms

On a Server that had a previous version of Webcenter Content, a new version was cleanly installed on the same Windows Server 2008 R2 machine.

After following the Webcenter Content installation guide, the UCM_server1 Managed server will not start ?

The error is exactly what is described in Note 1298422.1.  However, that solution is not working ?
