Attachements are Deleted from MetaData Only Content Item when "Update with Checkin" is Submitted for MetaData Only (Doc ID 1995184.1)

Symptoms

Updating Metadata Only Content Item, using "Update with Checkin" via Content Actions, submit update with Metadata Only checked results in the deletion of any attachments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. New CheckIn Metadata Only
2. Navigate to Content Info
3. Add Attachment
4. Content Info - Confirm Attachment
5. Content Actions --> Update with CheckIn
6. Submit Update with Metadata Only checked
7. Navigate to Content Info - attachment/s deleted.

Changes

 Upgrade from WebCenter Content 11.1.1.5 to WebCenter Content 11.1.1.8.
