11g WCC IBR PDF Office Conversions Fail on Windows 2012 (Doc ID 1995803.1)

Symptoms

Webcenter Content 11.1.1.8 or 11.1.1.9 domain installed on Windows 2012.

The Inbound Refinery is configured to use Office 2010 for PDF conversions.

The PDF conversions fail with the errors such as this:

Executing the MSOfficeConverter.exe manually from a command window, the following error is returned:

The following feature couldn't be installed:
