Symptoms
Deploying and activating an application with many EJB classes to WLS12.1.3 can hang with high cpu usage and excessive delay to complete the deployment process. Depending on the number of EJBs, time consumed to deploy the apps can go from 28 minutes to 6 hours.

WLS12.1.2 ... envEntries contains 1 object.
WLS12.1.3 ... envEntries contains 2480 objects.
