Peoplesoft UM Connector - Provisioning An Account Also Reconciles Back the Same Account

When a user in OIM is provisioned to PeopleSoft using the PeopleSoft User Management connector, the same user xml message is then posted by PeopleSoft target back to OIM for processing. This may lead to duplicate PeopleSoft accounts (one via provisioning and other via recon) or unnecessary recon updates in OIM when there is just one PeopleSoft user account.
Is there a way to fix this issue?
Steps to reproduce:
1. Setup listener for connector
2. Provision a user to target
3. Same user xml is getting sent back to OIM via listener for processing in a recon event.
