Not able to import SSO certificate In Oracle Enterprise Manager

Customer was not able to import OIF certificate in Oracle Enterprise Manager. They were trying to update the expiring certificate in "Security and Trust" --> "Trusted Certificate Authority(CAs) -->"Add".When they tried to attach the new certificate and add OK they got an error message "Either the Certificate is empty or invalid. Make sure that you have selected a valid Trust CA certificate" Please advise us on this.
