Cannot Start 4.x SQLDeveloper after altering JVM settings (Doc ID 1997143.1)

Trying to increase the JVMOptions in SQLDeveloper.conf results in SQLDeveloper not getting started.

Changes were made to ide.conf file and SQLDeveloper.conf file with JVM settings.
