Got Connection Issue Between WebGate10.1.4.3.0 And OAM Server10.1.4.3.0 (Doc ID 1998005.1)

Symptoms

IIS WebGate not working after install.

Even after latest Patch applied to webgate but it will not work because of Windows specific updates but it still does not work (KB2919355 )

The customer has installed IIS WebGate 10.1.4.3 64bit (chose to configure during install) and IP13 without errors.

Before they applied the IP13 patch: Access http://oamdev.orcl.com/access/oblix/apps/webgate/bin/webgate.dll?progid=1 shows WebGate health status page but Access Server status is "Down".

After they applied the IP13 patch: Access http://localhost:80/access/oblix/apps/webgate/bin/webgate.dll?progid=1 - blank page.

When they access http://localhost there is no redirect for OAM SSO login - IIS homepage is displayed.

Steps to reproduce

1. Install the 64bit 10.1.4.3 WebGate for IIS. Choose Configure during install - successful.
2. Access http://oamdev.orcl.com/access/oblix/apps/webgate/bin/webgate.dll?progid=1 shows WebGate health status page but Access Server status is "Down".
3. Install 10.1.4.3 IP13 patch - successful.
4. Access http://localhost:80/access/oblix/apps/webgate/bin/webgate.dll?progid=1 - blank page.
4. Access http://localhost - no redirect for OAM login

Goal: Successful installation of WebGate 10.1.4.3 for IIS.
