On : 11.1.1.7.0 version, Fusion Application Integration
When attempting to to use the Oracle WebCenter Content Document Transfer Utility to upload files the system will fail to upload some documents.

The issue can be reproduced at will with the following steps:
1. Run the Oracle Document transfer utility to upload a document.
