Legal Arguments Not Being Rendered By Included Template In CKEditor (Doc ID 2001282.1)

Symptoms

A Template was configured with Legal Arguments, to be used when including an asset in CKEditor.  However when including the Template, the Legal Arguments are not being rendered within CKEditor WYSIWYG mode.
