BPEL process stops running at ForEach Activity if startindex is greater than finalindex

A BPEL process has a ForEach activity followed by a Scope activity like as below. The BPEL process stops running at ForEach1 activity.
This issue happens with following conditions.
- A Scope is located right after a ForEach.
- Set <startCounterValue> greater than <finalCounterValue> for the ForEach (Activities in a child scope of the ForEach are expected to be skipped.).
The BPEL process results in timeout at the end.
