User-defined functions are not working in the XSLT Map Editor

According to the documentation, user defined functions will be made available to the map editor if they are configured correctly (including the ext-soa-xpath-functions-config.xml file) and the jar is added to the JDeveloper Tools->Preferences->SOA->User Defined Function JAR Files section.

This works in JDev 11.1.1.7, but not in 12.1.3. The custom functions show up in the Component Palette, but they do not work when you try to test the XSLT map from the design view. When you run Test XSLT Map for a map with a custom function, it gives the message: XML-22045: (Error) Extension function error: Class not found '<packagename>.<classname>'.
