"java.net.SocketException" or "java.net.ConnectException" Displayed by ODI J2EE Agent when Attempting to Invoke a Web Service

Symptoms
When invoking a Web Service on the Oracle Data Integrator (ODI) Studio > Local (No Agent) using the OdiInvokeWebService tool the operation runs successfully.
However, when running the same operation with a J2EE Agent, and following message is received:
- When IPv6 is used (either this is the default, or "-Djava.net.preferIPv6Addresses=true" is explicitly set):
Note that the distinction between IPv4 and IPv6 resides only in the different error message observed.
Also note the J2EE Agent is deployed on a Oracle WLS (WebLogic Server), but the same issue might be observed on Websphere or other application servers.
