Patch 17306880 conflicts with patch 14267734.
Patch 14267734 is to fix the Web Cache problem preventing detection of origin server status when on a separate server machine. Patch 17306880 is the "PLACEHOLDER FOR SECURITY PATCH FOR WEBCACHE 22.214.171.124.0 (OCT2013 CPU)" as stated in Doc ID 1571391.1 and the last Oracle Critical Patch Update Advisory - October 2013 for Web Cache 126.96.36.199.
This is verified in the opatch log file when attempting to apply patch the Web Tier, which states:
