Exception - 'Problem Building Schema!', when working with multiple references in a 12.1.3 composite (Doc ID 2004269.1)

On 12.1.3.0.0 and Patch 19707784:

When implementing BPEL orchestrating multiple service calls and adding multiple references to the composite in JDeveloper, an error is thrown.

'Exception - Problem building schema!' when drilling down into variables with message types defined in the WSDLs of the references.
At the same time the following exception is printed on JDeveloper's standard output:

Depending on the order in which references were added to the composite, error appears on different variables. Error usually appears only after few (3-5) references were added (regardless of order).
Error is reproducible and consistent across multiple JDevelopers on different machines (once project is created, same variables show errors in all JDevelopers)
