The 'Scheduling Services' folder is missing in EM when the ESS Server is up and running (Doc ID 2004452.1)

 You configured a new domain that includes an ESS cluster and all servers startup without error but when you log into EM you find that the 'Scheduling Services' folder is missing and there are no errors reported in EM or the logs.
