OAG Integration With OAM Fails After Deploying New Policy With OAMAGENT-02027: Oracle AccessGate API is not initialized. (Doc ID 2004486.1)

Symptoms

On : 11.1.2.3.0 version, Oracle API Gateway

A problem with the integration between OAG 11.1.2.3 and OAM is being seen.
All works fine, but if there is a deployment to OAG, the system starts reporting the next error:

ERROR


The problem is solved if OAG is restarted, but, again, if any deployment is performed to the gateway, the error occurrs again and OAG needs to be restarted to fix the issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Having everything working (OAG and OAM integrated)
2. Deploy a configuration to the OAG
3. Then the error is reported by the gateway instance

The issue has the following business impact:

Due to this issue, users cannot use OAG until it is restarted.
