12c SOA Installation Missing "net/sf/antcontrib/antlib.xml" File (Doc ID 2004947.1)

Goal

Per Oracle documentation, in order to add any custom jar file to the SOA extension, you must run ant from the MW_HOME/soa/soa/modules/oracle.soa.ext_11.1.1 directory so that it will find build.xml and add the custom classes and configurations.
