Exalogic: Failure to stop OSWatcher (oswbb) service while applying April 2015 PSU (Doc ID 2006110.1)

Symptoms

While applying the Exalogic April 2015 PSU on Exalogic (Physical Linux and Virtual), exapatch exits under certain conditions due to the inability to stop the OSWatcher service. The following console output is observed while applying the PSU to Exalogic Control:

This error may be encountered while patching compute nodes (nodes running Physical Linux or dom0 on virtual, although the console output will differ from the sample shown) as well as vServers including the Control stack and the Guest vServers.
