Oracle iPlanet Web Server 7.0.21 Patch Causes Reverse Proxying to WebLogic 10.3.x to Fail (Doc ID 2007088.1)

Symptoms

After upgrading to iPlanet Web Server 7.0 Update 21 (aka 7.0.21) which implements TLS 1.1/TLS1.2, the previously working reverse proxy to a set of WebLogic server 10.3.x no longer works. It fails to work immediately after the patch is applied with no configuration change involved. 

From the Webserver errors logs the following is seen:
