Workflow Does Not Get Assigned to Users (Doc ID 2007547.1)

When an asset goes from one workflow state to another, the asset is not appearing in the assigned users' list of assignments.

WebCenter Sites is fully integrated with LDAP (i.e. Users, ACLs, Sites and Roles are all in LDAP) and in dir.ini syntax.ignorecase is set to true.
