[WLS10.3.6]-Default Page-check-seconds Equals to 1 Instead of -1 on Production Environment

Symptoms
On WLS 10.3.6 with Domain in production mode. After deploying a webapp without overwriting the page-check-seconds value, its value is equals to 1 instead of supposed default value -1.Based on documentation (production default value is -1 and development default value is 1)
Issue is reproducible this way:
-Create a WebLogic domain in development mode
-Deploy a webapp(devoid of weblogic.xml file within WEB-INF) without specifying page-check-seconds
-Change from development mode to production mode via the WLS Admin Console
-Now go to myDomain > Deployments > test_war > Configuration > General One should see JSP Page Check (in seconds):-1 but we see 1 instead
-Restart the server (page-check-seconds is still equals to 1)
-Redeploy or deploy another webapp (page-check-seconds is still equals to 1)
