Form Fails To Compile With FRM-30085: Unable To Adjust Followed By PDE-PER001 depep 2

Symptoms
An Oracle Forms application has been migrated through a series of previous versions (5.0.x) to 11.1.x and all has been working fine. However, since migrating from 10.1.2.x to 11.1.x, a specific Form is failing to compile. On trying to compile the fmb within Oracle Forms Builder the following error is shown.
FRM-30085: Unable to adjust form for output. (followed by)
PDE-PER001 (depep 2)
This error occurs as soon as anything within that FMB is touched.
To try and correct the FMB, the following was tried to no avail.
- Convert the FMB to FMT and back to FMB.
- Convert the FMT to XML and back to FMB.
- The FMB PL/SQL is compiled internally within Forms Builder (Compile All).
