Running "dbsetup" In OAG Analytics Errors With a Failed to Connect Error

Symptoms
After installing Oracle API Gateway 11.1.2.3.0 and the OAG Analytics component, running "dbsetup" under "OAG Analytics" causes the following error:
oagdev:/OAG1_Home/oaganalytics/posix/bin $ ./dbsetup
Connecting to configuration at : federated:file:////OAG1_Home/oaganalytics/conf/fed/configs.xml
Using Configured Database:
DB Name: Default Database Connection
DB URL: jdbc:mysql://127.0.0.1:3306/reports
DB User: root
The default database connection failed to connect. Please re-run the
analytics setup program, or use manual connection options.
The OAG installation document talks about running the script "dbschema.sql" instead of "dbsetup" but this SQL script does not exist.
