Twitter Authentication Doesn't Work On Community (Doc ID 2008529.1)

Symptoms

When Integrating Community with Twitter, an error is received on login:

ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'] ERROR com.fatwire.cos.sso.external.dispatcher.ExternalAuthDispatcherImpl - Failed external authentication
java.lang.RuntimeException: 403:The request is understood, but it has been refused. An accompanying error message will explain why. This code is used when requests are being denied due to update limits (https://support.twitter.com/articles/15364-about-twitter-limits-update-api-dm-and-following).
