Index rebuild performance is poor in 12c while nodes in the cluster are exiting.

Symptoms
The performance of an index rebuild during failover, when using a POF Serializer, is worse in 12.1.3 than it was in 12.1.2, even though the index rebuild in 12.1.3 is done by a pool of worker threads.
The problem can be seen during testing:
- Create a Coherence cluster.
- Create a cache and load it with one million objects.
- Added a single index (Reflection index)
- A query is repeatedly run reporting its execution time, while stopping and restarting nodes in the cluster.
