Oracle 12 Driver GetString Returns An Incorrect Value For CLOBs Of Length 8000. (Doc ID 2009595.1)

Symptoms

Oracle JDBC/thin 12.1 drivers  do not retrieve a CLOB value correctly when the size is exactly 8000 and the character set is a UTF-8 character set such as AL32UTF8.

Typically when the issue occurs you will find expected NULL characters inserted in the data.
