Purging ORASDPM Schema

Downloaded the patch, p11676998, Purging ORASDPM Schema On SOA 11g (Doc ID 1287036.1).

The readme with the patch states that the middle tier needs to be down during the purge.

Do the SOA servers need to be down for the purging to take place?
