LDAP Search Filter for Telephonenumber Not Working as Expected (Doc ID 2011717.1)

If a LDAP filter is used, for instance (telephoneNumber=*+371*), when such records exist in the OUD database, then search is working as expected.  It returns all records which contain telephonenumber, eg "+371".
The issue is when there is no such record exists, for example when LDAP filter is (telephoneNumber=*HVZ*), OUD returns all records.
