Unable to save parent assets in administrator's interface

Symptoms
If the flex parent assets have hierarchical information and the asset is
positioned at the top level of the hierarchy (i.e. the asset does not have
any parent assets), the asset cannot be saved in administrator's interface
when an user takes a specific operation.
Changes
Editing assets in the Admin UI is enabled. (See <Document 1469622.1>)
