12.1.3: When creating a new partition in EM, 'Error retrieving folder target details for target null' (Doc ID 2014317.1)

Symptoms

On : 12.1.3.0.0 version, Product Installation

After upgrading from 11g to 12.1.3, if you go to EM and click the default partition or create a new partition the following error is generated:
