OID 11g Fails to Start After Planned (Patching) Outage. ODS DB User Password Keeps Getting Locked. Oidmon Log Shows: Guardian: [gsdsiConnect] ORA-28000, ORA-28000: the account is locked (Doc ID 2014736.1)

Symptoms

Oracle Internet Directory (OID) 11g, e.g., 11.1.1.7.0 version.

After planned outage for patching, started all processes, but opmnctl process errors on oidldap startup:

opmnctl startproc: starting opmn managed processes...

Response: 0 of 1 processes started.

Tried unlocking the OID database (DB) account ODS from slqplus, then stopping all processes and starting only opmn daemon then only OID with opmnctl startproc, e.g.:

OID server was restarted after patching outage.
