Exalogic Virtual: One or More EoIB Networks Work Only Intermittently After A New vServer Is First Created Or After An Existing vServer Is Stopped and Restarted via EMOC (Doc ID 2015106.1)

Symptoms

You have an Exalogic System deployed in a Virtual Configuration where you have been able to successfully create vServers that use EoIB based networks.

However, you notice that when you start existing vServers or create new vServers via Enterprise Manager OpsCenter (EMOC) some of the EoIB networks are not accessible. If you retry the operation a few times you find the operation will, eventually, complete fully successfully and without any other changes will result in the vServer having an EoIB network that is fully working.
