OAM 11g : OHS Server12c Not Accepting Requests Intermittently

Webgate is setup in OHS box(12c) single server to communicate to OAM 11g R2, and have a couple of protected resources. The issue is these resources happen to intermittently appear unavailable at certain time periods and after a time wait it starts accepting requests.
We repeatedly see the error "The WebGate plug-in is unable to contact any Access Servers" in oblog.log. No errors are logged in ohs1.log.
