After PS1 To PS2 Upgrade, Unable To Login To Oamconsole

During the upgrade of Oracle Access Manager (OAM) from 18.104.22.168.0 PS1 to PS2, the admin user is no longer able to connect to the oamconsole.
There is this error in the AdminServer diagnostic log file :
