No Translation of Required Message Occurs When Using a Rule That Sets the Folders Field to be Required (Doc ID 2016485.1)

Symptoms

A rule sets the Folder field (fParentGUID) to be required. The required field message in the rule is set to a localized string, but the string is not being translated. Other fields do show the translated string, but not the Folders field.
