Oracle Reports Standalone/Inprocess Reports Server Fails To Start on fresh Windows install (Doc ID 2017628.1)

Oracle Forms for OCI - Version 12.2.1.4.0 and later

Symptoms

Newly installed Oracle Reports 11g or later version on a Windows server.

The Standalone reports server fails to start. Also noted the starting of the Inprocess Reports server results in the hang symptom.

Error as per console~......_asinst_1~1.log

Changes

 The following has been attempted with no success:
- Tried to restart the windows asinst service
- tried opmnctl startall, opmnctl startproc,
- attempted to select the server in EM and using the control menu to start the server. All have failed.
