OSB - ALSB framework starter application will not start because of "Connection timed out" errors with LDAP (Doc ID 2018352.1)

Symptoms

While starting the OSB Admin Server (OSB deployed to admin), the below errors appear and after the server is running the OSB console shows several errors as well.
