The Application Instance Option "Include accounts with no certifiable attributes" Does Not Work as Expected in User Certifications

The Application Instance option "Include accounts with no certifiable attributes" does not work as expected when certain Entitlement selection options are used in a User Certification definition.
When you have the Application Instance option "Include accounts with no certifiable attributes" selected, if you use any of the Entitlement selection options below, the resulting user certification campaign does not include the users with only the Application Instance accounts as expected:
- Selected Entitlements
- Entitlements Outside Roles
- Accounts with High-Risk Entitlements
- High-Risk Entitlements Only
